2011 was a stable year for the offshore wind industry with 235 new offshore wind turbines grid connected, worth approximately 2.4 billion Euros.

European Wind Energy Association (EWEA) published its annual offshore wind statistics for 2011 in Brussels showing that 235 new turbines with a total power capacity of 866 Megawatts (MW) were fully grid connected across nine offshore wind farms.

Did the wind power boom in Poland end before it could really start? This is the most important question asked by investors after the ERO published data concerning the sector’s development last year and after publication of the package of energy legislation. In accordance with the latest data of the Energy Regulatory Office, at the end of December 2011 there were 1 616.36 MW of installed wind capacity.

The National Fund for Environmental Protection and Water Management announced a schedule of planned receipt of applications under the priority programmes in force in the Fund. Wind power investors may only count on a competition under the Green Investments Scheme – Part 4 – Construction, extension and conversion of power grids to allow for connection of wind power generating sources (RES), scheduled for the 2^nd quarter of 2012.

Authoritative, strict imposition of environmental impact assessment methodology for wind farms is inadvisable, for each site has its own, unique specificity – this is the most important conclusion from the Wind Energy Forum held this week. The green energy industry wants to forward conclusions from the Forum to the General Environmental Protection Directorate, which is working on guidelines regulating the studies on the impact of wind turbines on birds and bats.

Assessment of wind farms’ impact on birds and bats is one of the most important aspects of investment development, involving investors, naturalists carrying out field studies, as well as administration bodies issuing environmental decisions. However, a discussion concerning the guidelines and principles regulating the process may not be carried out without industry representatives. Therefore, the Polish Wind Energy Association decided that the next Wind Energy Forum (5 December 2011, Warsaw, Mariott hotel) will be fully dedicated to the discussion on the methodology of assessment of wind farms’ impact on birds and bats.

Wind energy production forecasting, wind farm clustering into virtual power plants to ensure optimum operation of the power system – these are only some issues discussed during the Wind Energy Workshops that have ended this afternoon (4 November 2011). The Workshops were the first event in Poland where one could learn about practice in wind power management in power systems.

The Wind Energy Forum, scheduled for 3 November 2011 by decision of PWEA Board has been re-scheduled for 5 December 2011. The meeting will be dedicated to draft guidelines pertaining to the assessment of wind farms’ impact on birds and bats developed by the General Environmental Protection Directorate. The change to the date and subject of the meeting has been caused by the Ministry’s of Economy withdrawal from publication of the draft Renewable Energy Sources Act.

On Tuesday the Constitutional Tribunal ruled that real property tax may apply only to structures directly listed in the Building Code. The ruling pertained to the mining sector; however, it will affect the wind power industry.

Very good natural conditions for wind power development and ambitious governmental plans are in accordance with Ernst &Young experts the primary assets increasing Poland’s attractiveness for RES investors. However, obsolescent and poorly developed power grid is a problem.

The Chancellery of the President of the Republic of Poland informed on Thursday that on Wednesday the President has signed the amendment to the Energy Law. The amendment specifies regulations currently in force.

‘We are happy that legal and economic arguments prevailed. This is important, for now there is hope for the difficult discussion on the RES Act – the most important document for the industry’ – these were the first comments of the RES industry after the Senate’s amendments to the Energy Law, which could have blocked green energy development for many years, have been rejected last Friday.

As it stems from a study carried out by scientists from the Lublin University of Technology, wind farms that are to be built by 2020 will not substantially affect the operation of the Polsih Power System (PPS).

The European Wind Energy Association (EWEA) yesterday published its scenarios for onshore and offshore wind power deployment in the EU Wind energy will more than triple its power output by 2020 with 194 billion Euros invested in European onshore and offshore wind farms in this decade. The EWEA report is published ahead of the European Commission's Energy Roadmap 2050, due to be released later this year.

„Together for green energy” – with this motto the Polish Wind Energy Association (PWEA) will on the next Friday officially join the Polish Coordination Council of Renewable Energy Sources (PCCRES). Moreover, PWEA also plans to engage in close cooperation with the Climate Coalition. This is how green energy entities and ecological organisations intend to strengthen their ranks in the fight for the future of inexpensive, renewable and safe energy.

During the Friday’s (29.07.2011) session the Senate accepted the amendment to the Energy Law disadvantageous for wind power investors.

The European Wind Energy Association (EWEA) today published offshore wind energy statistics for the first half year of 2011, showing that 101 new offshore wind turbines, with a total capacity of 348 Megawatt (MW), were connected to the power grids in the UK, Germany and Norway during the first six months of 2011.
