PWEA claims that the basis defect of the “Polish Energy Policy until 2030” draft is the lack of systemic approach to the whole energy sector the document pertains to. Renewable energy is still treated as an insignificant sector or energy and electricity market. The area which in the strategy perspective is to generate 15% of the total energy produced countrywide has been given little attention in comparison to other energy sector branches. By placing all renewable technologies available today in one group /wind, biomass, sun/, the document omits significant, or even key possibilities inherent to the development of renewable energy for the long-term energy policy of the country. It is clearly visible in the case of wind energy, where the immense interest of potential investors willing to construct new wind farms is neither reflected not supported in any way by this document. The PEP draft also fails to mention economic, social and ecological benefits which stem from the use of particular RES technologies.
The draft of “Polish Energy Policy until 2030” is still far from being a coherent strategic document which would determine general development directions for particular energy sector in the perspective of the next dozen of years. It reminds more of a combination or statement of current, frequently short-term objectives and activities submitted by particular sections and segments of the power market, supplemented with current political goals of the party which is holding the power.
A document created in this way has no chance of becoming the actual indicator of directions, targets, changes and activities which could be used by the managers of companies and enterprises as a basis for making reasonable and long-term strategic decisions and for which subsequent ministers would prepare necessary legislative solutions in a rational and orderly way.
